It has been determined that the shape and size of the playground where a serious injury occurred does not allow for adequate supervision when there is only one caregiver present. The arrangement of the playground equipment allows children to move to an area that is unsupervised and makes it more difficult for one caregiver to attend to all of the children's needs. This creates greater risk to safety.
