There were 17 children in care in the classroom with one caregiver, at time of incident; Nine 3-year old children and Eight 4-year old children. The core age is 3 years and the maximum number of children one caregiver may supervise alone, is 15 children, when 13 or more children are in care at the operation. The classroom was out of ratio by two children on the day and time of the incident.
