Based on the evidence gathered during the investigation, a caregiver did not take into consideration the circumstances and the surroundings when putting a group of children in line for an amount of time that allowed children to start pushing each other resulting in a child hitting their eyebrow and needing medical treatment. Caregiver did not intervene on time.
