During the investigation, video footage was reviewed which showed that two fourteen-month-old infants were placed in a restrictive device for approximately thirty minutes. The infants were not eating during this time.

Two incidents were cut on video footage, in first case the caregiver pulled the child by the arm to set the child at the table, the second incident happened with other child, when child was running in the classroom, caregiver roughly grabbed the child by the top of the head to stop the child.
