At time of inspection in one room one caregiver had 19 children. The ages ranged from 11 months to 10 years old.
During inspection, children were observed watching television. Based on daily schedule the children were supposed to be participating in table top activities.
At time of inspection, I observed a child open a locked door for an unknown person. Both caregiver and director were located in two separate rooms and could not see who was at the door. Caregiver also left the children unsupervised to open the door on two occasions.
