During the investigation, there was sufficient evidence found to determine that a caregiver used inappropriate discipline when she dragged a child to her, lifted him by one arm, and carried him across the room by one arm.

The playscape, in the playground area, is designed for children 3 years old and older. During the inspection children 18 months to 2 years old were observed on the playscape. The Director placed another caregiver on the playground to assist with providing the children with alternate activities and the children were removed from the playscape.
It was determined the caregiver did not have the appropriate proximity to the children in order to intervene, during the times the children were biting. The ratio in the classroom was 4 to 1. At times, the classroom had 2 caregivers and biting was still occurring frequently.
