The purpose of this rule is to prevent harm to children due to the use of behavior management techniques that inflict physical or emotional pain or discomfort. These prohibited methods of punishment are considered physically, psychologically and/or emotionally abusive. Using positive methods of discipline and guidance encourage self-esteem, self-control, and self-direction.
